Petroleum Crisis To End By Friday: NOC

KATHMANDU, May 4: The petroleum crisis that has hit hard consumers over the last couple of weeks is likely to end from Friday onwards.

The condition will be normal within two days as the Nepal Oil Corporation (NOC) increased the import of petroleum products.The NOC is going to bring 24,000 KL fuel —petrol, diesel and kerosene— from Raxaul on Wednesday, according to the spokesperson for the NOC, Mukunda Prasad Dhungel. He said the distribution of fuel will ease once the petroleum products reaches the capital.

The petroleum crisis was seen in the Nepali market for the last two weeks after the Indian Oil Corporation cut down on the fuel supply by 40 per cent after the NOC could not pay off the dues of around Rs. 2 billion .

Of late, the government provided Rs. 1.5 billion to the NOC to pay clear the dues.

Currently, there is a demand of 200,000 liters petrol and 300,000 liters diesel in the valley daily.

India agrees on credit guarantee request

KATHMANDU, May 3: India has agreed on credit supply facility as requested by Nepal and also announced of stepping up export of petroleum products from Wednesday. This has brought relief to consumers and government alike.

“India has responded positively to our request for credit guarantee up to Rs 3 billion for two months,” said Commerce Secretary Purushottam Ojha. He also informed that Indian Oil Corporation (IOC) — the sole supplier of fuel to Nepal — has said that it will start exporting 4,600 kiloliters (KL) of fuel to Nepal Oil Corporation (NOC) every day from Wednesday.The supply promised by IOC is higher than normal daily demand of Nepal, which stands at 4,400 KL.

Amid deepening fuel scarcity due to the lack of cash to finance oil imports, the government had requested India for credit facility on Sunday. The shortage has been troubling general consumers for the past three weeks, particularly after IOC cut supplies by one-third after loss-making NOC did not pay enough cash to finance normal import.

Apart from IOC´s credit facility, Ojha said the government would also provide Rs 2 billion in loans to NOC from Employees´ Provident Fund.

“Customers can relax now. The fresh arrangements mean fuel scarcity will end within a couple of days,” Ojha told Republica.

However, these developments have pushed the issue of price adjustment in line with international trend at bay.

“This could be dangerous because after two months we will have Rs 3 billion in dues to settle to India and also no cash to finance imports,” said an official at the Ministry of Commerce and Supplies (MoCS).

Officials at MoCS as NOC said the government should also adjust domestic fuel prices to avert looming fuel crisis.

As per the latest price quoted by the IOC, the state-owned petroleum monopolist is presently incurring a loss of Rs 2.07 billion (about $30 million) in May. The accumulated loss of the troubled NOC has jumped to over Rs 15 billion ($210 million), almost four times its current assets.

Continued reluctance of the political leadership to adjust domestic oil prices with the international price has been one of the main reasons behind the ballooning NOC losses. International crude price has lately touched $124 per barrel, up from $82 per barrel recorded six months ago.

NOC is currently suffering a whopping loss of Rs 8.01 and Rs 23.42 per liter in petrol and diesel respectively. Similarly, the loss per liter on kerosene has gone up to Rs 13.61 and per cylinder (14.2 kg) of cooking gas to Rs 322.06. It is enjoying a profit of Rs 7.06 per liter in aviation fuel.

NRB seeks police action against former honchos

KATHMANDU, May 3: Nepal Rastra Bank (NRB) has asked Nepal Police to investigate and take action against former board members of Gurkha Development Bank (GDB), who were found involved in lending irregularities that led to rapid deterioration of the bank´s financial health.

Former executive chairman D B Bomjan and board members Ramesh Tamang, Meena Shrestha, Nirmal Gurung, Dhan Prasad Rai, Mahesh Prasad Rijal, Sanjeev Kumar Mishra and Dinesh Shakya, among others, are in the list that the central bank forwarded to the police.

“We have forwarded the names of more than a dozen former board members and top managers of GDB to Nepal Police to initiate action against them for flouting banking rule,” said NRB spokesperson Bhaskar Mani Gyawali.

The board meeting of the central bank held on Tuesday decided to take action against those involved in irregularities while issuing loans, inflicting loss to depositors as well as shareholders, as per the Banking Offense and Punishment Act.

Those involved in irregularities also include former general manager Rajendra Das Shresha, credit chief Dipak Rana Magar, former board member Prabin Naulakha and managing director of Mentha Products Rakesh Kumar Adukiya.

If proven guilty, police can put them behind bars for as much as three years, apart from fines, according to Banking Offense and Punishment Act.

Not only promoters and senior staffers, NRB has also sought action against borrowers Jiban Ghimire and Sanjeev K Agrawal. They are loans defaulters and were found to have taken loans through unfair means.

NRB has also asked the police to investigate and take action against Ruchi Jadojia and Punam Khetan, directors of Krishi Pemura — an institutional investor in the bank — for their possible involvement in irregularities.

Gyawali told Republica that the central bank has already forwarded a letter to this effect to Nepal Police via Ministry of Finance.

The central bank has further requested the government to freeze passport of loan defaulters Ghimire and Agrawal, directors of Krishi Premura Jadojia and Khetan, former general manager Shrestha and former board member Prabin Naulakha.

“We have decided to freeze bank accounts, lockers, saving certificates, fixed and current assets and shares held by these people,” said Gyawali.

The board Tuesday also decided to take action against guarantors of those people.

NRB had GDB a ´troubled bank´ more than a month ago, citing poor governance and subsequent deterioration of its financial health. As per the instruction of the central bank, GDB elected a new six-member board of director earlier this month through its special general meeting.
